Who can do what
Who can do what today, measured from the schedule cards, the vault register and the release rules. A right with no boundary in its way is only as safe as the agent that holds it, and that agent reads hostile text. The vocabulary is riskmandate.ai's: none, expectation (a rule in prose), setting (something the agent itself could change), boundary (enforced above it).

What would turn settings into boundaries
- A GitHub ruleset on dev and main: the only thing that turns "releases to the site" from a setting into a boundary (SA-2026-023).
- One role, one session, one set of credentials: agents that read hostile text write to vaults, and a separate role releases (SA-2026-025).
- Signed messages and cards (SA-2026-024).
- With user logins coming: each person and agent with its own GitHub identity, so rulesets can say who.
Each member's own draft policy is in admin/content/agents/<member>/policy.json (the librarian's work); this page's vocabulary and the measured grant are in admin/security/abp/.
