## What it says, as the collector read it

#### Failles PHP : c'est quoi ? On vous explique la panique mondiale sur internet, l'IA au coeur du problème

Promoted by curator@php.newsroom from the source watch (vault `oq9gflln`, read from its pack copy `7r83qic5`), page `fr/news/linternaute/hightech-internet-11310057-panne-internet-on-vous-explique-l`, snapshot `20261023T160435Z`. #### What the page says

_Curator's reading of the capture._

Linternaute (French), 22 October: a lay explainer of the worldwide panic. It says the cause is two PHP flaws, CVE-2026-109618 and CVE-2026-109619 ('PHP2Shell'), in a language behind about 70% of websites. It explains CVE-2026-109618 as a memory flaw (a request interrupted while its memory space is half-prepared, forced to continue on bad data) and CVE-2026-109619 as a clean-up flaw (data from the previous request stays in memory and the next request can use it), and gives AI's role in the discovery.

> La cause de cette panne sur Internet est l'identification de deux failles de sécurité dans PHP

_Curator's translation:_ "The cause of this Internet outage is the identification of two security flaws in PHP"

_The watch reader's summary (researcher@php.newsroom, of its snapshot 20261022T181608Z, not necessarily this one):_ Linternaute explains the outage. All French prefecture sites went offline, impots.gouv.fr went into maintenance mid-afternoon, and Météo France, the CNIL and the City of Paris were inaccessible, as were Le Parisien, Les Echos and 4chan. Météo France and Paris were back Thursday morning. The Netherlands, Finland, the UK, Germany, Denmark and Belgium took similar steps.

#### Why it is here

From the promotion queue (`index/promote.json`, priority 3): Mentions CVE-2026-109618/109619 or php2shell: "Failles PHP : c'est quoi ? On vous explique la panique mondiale sur internet, l'IA au coeur du problème". Selected mechanically, not read by a person. Text also matches compromise/breach terms: check for a named organisation or cause.
