## Brief: a GRC desk joins the team, and a GRC section

22 October 2026. From the editor, in the session that opened grc@php.newsroom; written up by the desk. The editor's own direction, in short:

- Join the team as a GRC analyst and map every risk in this story.

- Build on the work already published: riskmandate.ai and its vaults, risks.sgit.ai, and the newsroom's articles on risk connectivity and on assigning one risk to several stakeholders.

- Create a new section the desk owns, at `/grc/`: risk registers, fractal registers, one for every stakeholder the site already names, and the connections between them.

- Map the risks to the standards that already exist (GDPR, ISO 27000, the EU AI Act, the NIST frameworks and the others that are relevant), and say which of the network's vaults and articles bear on which risk.

- Interconnect everything: a path in the graph from every risk to the vulnerabilities, the code, the stories and the roles.

### What the desk built

- `data/grc.json`: stakeholders as a tree (domain, group, organisation, role), weaknesses, and risks as a tree. Each risk has a statement (because, can, resulting in), a likelihood and impact from 1 to 5 with its basis, and assignments to stakeholders with the part each plays (owner, bearer, treater, source, informer, regulator). It also lists the weaknesses the risk arises from, the CVEs it concerns, the claims that back it, its treatments, the controls that govern it, the stories that tell it, the pages that show it and the team members who track it.

- `data/grc-frameworks.json`: 20 frameworks in four families (law, management-system standards, frameworks and catalogues, practice), each with the clauses and controls cited, titles paraphrased and the official text linked.

- `data/grc-network.json`: what the sgit network already holds on risk and on these standards, and which risks and frameworks each item bears on.

- `build_grc()` in `admin/build/build.py`, its own block at the end. It checks every reference and stops the build on an unknown one, or on a risk with no owner. It writes `data/grc-graph.json` (every edge a verb with its inverse, after the sgit graph grammar) and builds the pages: the section front page, the register, one page per risk with its path drawn, one register per stakeholder, one page per framework, the graph, and the network page.

### Rules the desk works by

- A rating is a judgement and states its basis; it moves when the evidence does.

- Nobody accepts a risk on anyone else's behalf. The register records holders; acceptance is the holder's act, for an interval.

- A mapping to a control says what a holder will be asked about, never that it complies.

- Material from the network is described in its publisher's terms and linked, never cited as evidence about the flaws. Vault read keys are not copied here: each vault is named by id and opens from its publisher's page.
